Yet despite being widely neglected by scholars, he was a sophisticated political thinker who contributed mightily to the theory and practice of religious liberty in the early modern Atlantic world. In this long-awaited intellectual biography of William Penn, Andrew R. Murphy presents a nuanced portrait of this remarkable entrepreneur, philosopher, Quaker, (...) and politician.Liberty, Conscience, and Toleration focuses on the major political episodes that attracted William Penn's sustained attention as a political thinker and actor: the controversy over the Second Conventicle Act, the Popish Plot and Exclusion Crisis, the founding and settlement of Pennsylvania, and the contentious reign of James II. Through a careful examination of writings published in the midst of the religious and political conflicts of Restoration and Revolutionary England, Murphy contextualizes the development of Penn's thought in England and America, illuminating the mutual interconnections between Penn's political thought and his colonizing venture in America. An early advocate of representative institutions and religious freedom, William Penn remains a singular figure in the history of liberty of conscience. His political theorizing provides a window into the increasingly vocal, organized, and philosophically sophisticated tolerationist movement that gained strength over the second half of the seventeenth century. Not only did Penn attempt to articulate principles of religious liberty as a Quaker in England, but he actually governed an American polity and experienced firsthand the complex relationship between political theory and political practice. This article explores the founding of Pennsylvania as a window into the complex relationship between political theory and political practice. I argue that this founding illustrates both the importance and the limits of political theory to the study of political life. On the one hand, theorizing new societies is vitally important, because founding documents give shape to the aspirations of both founders and citizens. In this case, the founder's plans for his colony were the product of a great deal of (...) political theorizing, grounded in Penn's Quakerism and his active role in English religious and political life. But theory's importance to the study of actual foundings (and, I argue, politics more generally) is inherently limited, as well, since the colony's theoretical foundations were themselves evolving and unstable, and the translation of ideas into practice is only ever partial. After a careful consideration of the many founding documents produced by Penn between spring 1681 and summer 1682, and a close examination of developments in Pennsylvania from late 1682 through Penn's departure in summer 1684, I close by reflecting on what the case of Pennsylvania might tell us about the broader study of political theory and political practice. I suggest that we need a more flexible understanding of what political theory 'is' if we want to make sense of thinkers like Penn who theorized out of their deep involvement in the thick of actual governing. In this article, I explore the relationship between moderation and toleration in early modern England by focusing on William Penn’s 1685 A Perswasive to Moderation. This work, published by Penn in support of James II’s campaign to implement toleration in England by royal decree, explicitly linked moderation and the campaign for liberty of conscience in which Penn had participated for nearly two decades, in both England and America. More broadly, I show how Penn’s Perswasive entered into (...) an ongoing debate over the concept of moderation itself: during the 1680s, a number of authors explored the meanings and limits of moderation, tying it to contested debates in ecclesiastical affairs, civil and religious liberty, and ethical discourse. Yet the aspirations of James II to secure liberty of conscience for the realm’s dissenters failed spectacularly in the Revolution of 1688, and Penn suffered deep public embarrassment (along with significant legal jeopardy) due to his association with that effort. The article closes with some specific reflections on Penn’s Perswasive as well as more general comments on the importance of attending to the practical, historically contingent ways in which moderation discourses unfold. We make three points: (1) Overlooked studies of nonhuman communication originally inspired, but no longer support, the blinkered view of mental continuity that Penn et al. critique. (2) Communicative discontinuities between animals and humans might be rooted in social-cognitive discontinuities, reflecting a common lacuna in Penn et al.'s relational reinterpretation mechanism. (3) However, relational reinterpretation need not be a qualitatively new representational process.

A subtle Apollonian-Dionysian balance can be observed in TimeSlips, a group-based creative storytelling activity developed in the 1990s and increasingly used in dementia care settings worldwide. This article explains how the Apollonion-Dionysian aspects of TimeSlips are beneficial not only for persons with dementia, but also for their carers. Over the last quarter century, the dominant tendency in comparative cognitive psychology has been to emphasize the similarities between human and nonhuman minds and to downplay the differences as (Darwin 1871). In the present target article, we argue that Darwin was mistaken: the profound biological continuity between human and nonhuman animals masks an equally profound discontinuity between human and nonhuman minds. To wit, there is a significant discontinuity in the degree to which human and nonhuman animals are able to approximate (...) the higher-order, systematic, relational capabilities of a physical symbol system (PSS) (Newell 1980). We show that this symbolic-relational discontinuity pervades nearly every domain of cognition and runs much deeper than even the spectacular scaffolding provided by language or culture alone can explain. We propose a representational-level specification as to where human and nonhuman animals' abilities to approximate a PSS are similar and where they differ. We conclude by suggesting that recent symbolic-connectionist models of cognition shed new light on the mechanisms that underlie the gap between human and nonhuman minds. (shrink)

Science should tell us what the world is like. However, realist interpretations of physics face many problems, chief among them the pessimistic meta induction. This book seeks to develop a realist position based on process ontology that avoids the traditional problems of realism. Primarily, the core claim is that in order for a scientific model to be minimally empirically adequate, that model must describe real experimental processes and dynamics. Any additional inferences from processes to things, substances or objects are not (...) warranted, and so these inferences are shown to represent the locus of the problems of realism. The book then examines the history of physics to show that the progress of physical research is one of successive eliminations of thing interpretations of models in favor of more explanatory and experimentally verified process interpretations. This culminates in collections of models that cannot coherently allow for thing interpretations, but still successfully describe processes. (shrink)

Reason and Value collects 15 new papers by leading contemporary philosophers on themes from the work of Joseph Raz. Raz has made major contributions in a wide range of areas, including jurisprudence, political philosophy, and the theory of practical reason; but all of his work displays a deep engagement with central themes in moral philosophy. The subtlety and power of Raz's reflections on ethical topics make his writings a fertile source for anyone working in this area. Especially significant are his (...) explorations of the connections between practical reason and the theory of value, which constitute a sustained and penetrating treatment of a set of issues at the very center of moral philosophy as it is practiced today. The contributors to the volume acknowledge the importance of Raz's contributions by engaging critically with his positions and offering independent perspectives on the topics that he has addressed. This paper argues that human beings possess the rational capabilities necessary to achieve the goal of more just and peaceable social orders, but that our educational institutions are failing in their responsibility to do what in fact can be done to produce graduates who make decisions in ways most likely to achieve this goal.Data compiled by us, consistent with other research, indicates that only a small percentage of the individuals graduating from universities and professional schools have developed the capacity for (...) post-conventional moral reasoning. We are in vehement agreement with most of Vaesen's key claims. But Vaesen fails to consider or rebut the possibility that there are deep causal dependencies among the various cognitive traits he identifies as uniquely human. We argue that is one such linchpin trait in the evolution of human tool use, social intelligence, language, and culture.

In our opinion, the discontinuity between extant human and nonhuman minds is much broader and deeper than most researchers admit. We are happy to report that Evans & Levinson's (E&L's) target article strongly corroborates our unpopular hypothesis, and that the comparative evidence, in turn, bolsters E&L's provocative argument. Both a Universal Grammar and the “mental continuity” between human and nonhuman minds turn out to be modern myths.

We are big fans of propositions. But we are not big fans of the proposed by Mitchell et al. The authors ignore the critical role played by implicit, non-inferential processes in biological cognition, overestimate the work that propositions alone can do, and gloss over substantial differences in how different kinds of animals and different kinds of cognitive processes approximate propositional representations.

We are happy to report that Evans & Levinson's (E&L's) target article strongly corroborates our unpopular hypothesis, and that the comparative evidence, in turn, bolsters E&L's provocative argument. Modern political thought arrived on the heels of two revolutionary realizations: We are not at the center of the universe (Copernicus), which was not created for us (Darwin). How might political theory respond to a third revolutionary realization, that we are not alone, that other creatures, sentient and highly intelligent, share our vast universe? We explore answers through a dialogue between two political theorists, a human and an alien. Rather than superimposing astropolitics upon anthropolitics, we use the encounter to ask (...) new questions, e.g., should PT foster bridges between humans and aliens, or harden the boundaries? BackgroundThe Mental Capacity Act was enacted in 2007 in England and Wales, but the assessment of mental capacity still remains an area of professional concern. Doctors’ compliance with legal and professional standards is inconsistent, but the reasons for poor compliance are not well understood. This preliminary study investigates doctors’ experiences of and attitudes toward mental capacity assessment.MethodsThis is a descriptive, cross-sectional study where a two-domain, study-specific structured questionnaire was developed, piloted and digitally disseminated to doctors at differing career stages employed (...) in a large, multi-site National Health Service Trust in London over 4 months in 2018. Descriptive statistics and frequency tables adjusted for missing data were generated and secondary analysis was conducted.ResultsParticipants were predominantly UK trained, female and between the ages of 30 and 44 years. Less than half of the participants reported receiving formal MCAx training. Only one-third of the participants self-rated themselves as very competent or extremely competent. Self-reported MCA confidence was significantly affected by career stage with Consultants with over 10 years of experience reporting lowest confidence.ConclusionsThis study describes significant variation in practice by doctors and low self-confidence in the practice of MCAx. These results raise concerns that MCAx continues to be inconsistently performed by doctors despite appropriate awareness of the law and professional guidance on best practice. (shrink)

In our target article, we argued that there is a profound functional discontinuity between the cognitive abilities of modern humans and those of all other extant species. Unsurprisingly, our hypothesis elicited a wide range of responses from commentators. After responding to the commentaries, we conclude that our hypothesis lies closer to Darwin's views on the matter than to those of many of our contemporaries.

We provide an algorithm for determining a categorial grammar from linguistic data that essentially uses unification of type-schemes assigned to atoms. The algorithm presented here extends an earlier one restricted to rigid categorial grammars, introduced in [4] and [5], by admitting non-rigid outputs. The key innovation is the notion of an optimal unifier, a natural generalization of that of a most general unifier.
